ECO4 Eligibility: Who Qualifies for the Scheme?

What is ECO4 eligibility based on?
ECO4 (Energy Company Obligation 4) is the UK government's energy efficiency scheme that runs from April 2022 to March 2026 (gov.uk ECO4 guidance, updated May 2026). To qualify for ECO4 funding, you must meet both household eligibility criteria and property criteria.
There are two main routes to ECO4 eligibility:
- Benefits route: You or someone in your household receives one of the qualifying benefits listed below.
- LA Flex route: Your local authority (Bristol City Council in Bristol) refers you based on income, fuel poverty, or vulnerability to cold, even if you do not receive qualifying benefits.
Both routes have the same outcome (fully funded energy efficiency improvements), but the referral and assessment process differs.
Qualifying benefits for ECO4
If you receive any of the following benefits, you qualify for ECO4 through the benefits route (Ofgem ECO4 Guidance for Generators, version 1.7, March 2026):
- Universal Credit (you must meet the income threshold, see below)
- Income Support
- Jobseeker's Allowance (JSA) (income-based only, not contribution-based)
- Employment and Support Allowance (ESA) (income-related only, not contribution-based)
- Pension Credit (Guarantee Credit or Savings Credit)
- Working Tax Credit
- Child Tax Credit
- Housing Benefit
- Child Benefit (you must also meet the income threshold, see below)
- Pension Credit (Savings Credit)
If you receive Universal Credit or Child Benefit, you must also meet the income threshold to qualify. The threshold is that your household's total income (after tax and not including benefits) must be below:
- £36,000 per year for most households
- £41,000 per year if your household includes a child under 5 years old
- £46,000 per year if your household includes someone who is disabled or has a long-term health condition
This income is checked by your energy supplier or installer at the point of application. You may be asked to provide payslips, bank statements, or self-assessment tax returns as proof.
What is the LA Flex route?
Local Authority Flexible Eligibility (LA Flex) allows local councils to refer households to ECO4 even if they do not receive qualifying benefits, provided the household meets locally agreed criteria for fuel poverty or vulnerability (gov.uk ECO4 Guidance for Local Authorities, March 2026).
Bristol City Council operates an LA Flex scheme. You may qualify through LA Flex if:
- Your household income is below the thresholds listed above (£36,000 / £41,000 / £46,000 depending on household composition), or
- You live in an area identified as fuel-poor based on Lower-layer Super Output Area (LSOA) data, or
- You are vulnerable to the effects of living in a cold home (for example, due to age, disability, long-term illness, or young children in the household)
The LA Flex route is designed to catch households who are fuel-poor but not eligible through benefits. For example, a low-income household with irregular self-employment income, a household with savings that disqualify them from means-tested benefits, or a pensioner household just above the Pension Credit threshold.
To apply via LA Flex in Bristol, contact Bristol City Council's energy advice team or apply through an ECO4 installer who will submit a referral on your behalf. The council will assess your application against their published LA Flex Statement of Intent (Bristol City Council energy advice page).
Property eligibility criteria
In addition to household eligibility, your property must meet the following criteria:
- EPC rating: The property must have an EPC (Energy Performance Certificate) rating of D, E, F or G. Properties rated A, B or C are generally not eligible because they are already considered energy efficient for the purposes of the scheme.
- Tenure: Owner-occupiers and private tenants are eligible. Social housing tenants (council or housing association) are generally not eligible because their landlords have separate legal obligations to improve energy efficiency. If you are a private tenant, you will need your landlord's written permission before any work begins.
- Property type: Most domestic properties are eligible, including houses, bungalows, flats, maisonettes, and park homes. Off-grid properties (not connected to mains gas) are eligible and may receive additional measures.
- No recent ECO funding: If your property has already received ECO4 funding for certain measures (for example, loft insulation or cavity wall insulation), you may not be eligible for the same measure again unless the first installation was inadequate or incomplete.
If you do not have an EPC, or your EPC is out of date (more than 10 years old), the installer or local authority can arrange a new EPC assessment as part of the ECO4 process. You do not need to pay for this.
ECO4 eligibility in Bristol: local context
Around 17% of Bristol households (approximately 19,000 households) are estimated to be in fuel poverty, meaning they have low income and high energy costs (Bristol Fuel Poverty Action Plan 2023-2028, Bristol City Council, June 2023). Fuel poverty is higher in certain areas of Bristol, including South Bristol (Hartcliffe, Withywood, Filwood), East Bristol (Lawrence Hill, Easton), and parts of North Bristol (Southmead, Lockleaze).

How to check if you qualify for ECO4
Follow these steps to check your ECO4 eligibility:
- Check your benefits: If you receive any of the qualifying benefits listed above, you are likely eligible through the benefits route. If you receive Universal Credit or Child Benefit, also check your household income against the thresholds (£36,000 / £41,000 / £46,000).
- Check your property's EPC: Find your property's EPC rating at gov.uk/find-energy-certificate. Enter your postcode to view the current EPC. If the EPC is more than 10 years old or your property does not have one, you can request a new assessment through an ECO4 installer.
- Check your income (LA Flex route): If you do not receive qualifying benefits but your household income is below £36,000 (or £41,000 / £46,000 if eligible for higher thresholds), you may qualify through LA Flex. Contact Bristol City Council or an ECO4 installer to discuss.

- Home survey: If you are eligible, the installer will visit your property to assess which measures are appropriate (for example, loft insulation, cavity wall insulation, external wall insulation, air source heat pump). They will also confirm that the property meets technical criteria (for example, sufficient loft depth for insulation, suitable walls for cavity fill).
Be cautious of companies offering "free boiler replacements" or "government grants" without checking your eligibility first. Legitimate ECO4 installers will always check your benefits, income, and property EPC before offering work. If an offer seems too good to be true, contact Bristol City Council to verify the installer is legitimate.
What if you do not qualify for ECO4?
If you do not meet the eligibility criteria for ECO4, you may still be able to access other support:

Common eligibility questions
Can I qualify if I'm on State Pension but not Pension Credit?
State Pension alone does not qualify you for ECO4 through the benefits route. However, if your household income is below the LA Flex thresholds (£36,000 or £46,000 if you have a disability or health condition), you may qualify through LA Flex. Many pensioners who do not claim Pension Credit are still eligible for ECO4 via LA Flex. Contact Bristol City Council's energy advice team to check.
What if I own my home outright but have low income?
Home ownership does not affect ECO4 eligibility. If you own your home outright and receive qualifying benefits, or if your income is below the LA Flex thresholds, you are eligible. Savings, property value, and home equity are not assessed for ECO4 (unlike Pension Credit and other means-tested benefits).
Can landlords apply for ECO4 on behalf of tenants?
Private landlords can apply for ECO4 if their tenant receives qualifying benefits or meets LA Flex criteria. The tenant's eligibility determines whether the property qualifies. The landlord does not need to contribute to the cost, though some measures (such as external wall insulation) may have a landlord contribution requirement depending on the installer and the property's EPC uplift.
Do I qualify if I share a property with others (house share)?
ECO4 eligibility is based on the household at the property address. If you live in a house share and you receive qualifying benefits, the whole property may be eligible for measures that benefit all occupants (such as loft insulation or boiler replacement). However, individual room measures are generally not available under ECO4. Contact an installer to discuss how house shares are assessed.
Can I get ECO4 if I've already had some insulation installed?
It depends on what you have already had done. If your property already has adequate loft insulation (270mm or more) or cavity wall insulation, you will not receive funding for the same measure again. However, you may still qualify for other measures, such as external wall insulation, internal wall insulation, floor insulation, or heating upgrades. The installer will assess what additional measures are appropriate and cost-effective based on your property's current EPC and recommended improvements.
